OnStar the modules still continue to register to cell phone towers even
after the company has promised a customer that it was "deactivated" In
fact the module do actually have the capability of being remotely
deactivated, only unplugged which requires physical access to the unit.

During a sweep the modules will be seen to be repeatedly registering and
res-registering with the local cell phone towers, these tower records
can be used to locate the number of On/Star users in an area, or to
locate one specific On/Star user (who has been falsely told the unit was
turned off).

I did an extensive presentation at the conference back in Spring 2009
and have a copy of the protocol and procedure to find and deal with them
in the PPT on my site.
