Funny that they would request this type of inventory as the FCC have been
publishing it for over 20 years, and updates it daily.

TSCM people use the FCC databases and reports in their work to see "what
should be on the airwaves" as opposed to what they see with their sweep
gear. So given any point in the United States a TSCM specialist can tell you
not only what should be on the airwaves, but the signal levels they expect
at the site, bearing or direction to the transmitter from the site, and how
they expect the signal to behave.

"Senators Seek 'Spectrum Inventory'

Senators John Kerry (D-Mass.) and Olympia Snow (R-Maine) have
introduced a bill that would require the FCC and the NTIA (National
Telecommunications and Information Administration) to develop an
'inventory' of every user of the spectrum between 300 MHz and 3.5 GHz
within six months. They say their goal is to produce a starting point
from which to assess the best future use of the radio spectrum.

According to news reports, the inventory would include data on every
government user and FCC licensee, the total spectrum allocated to each
user, the number and types of radiators (antennas) deployed and
contour maps showing the approximate location of each fixed station
and its signal strength and coverage. It has no provisions regarding
amateur radio, which is both mobile and frequency agile. As yet, there
is no companion bill in the House of Representatives."
