It is possible that all antennas are purely decorative and of "screw
with the spies" in nature and function, but it is also possible that
they are actually talking to something.

 From the pictures there does not appear to be the cables, junctions,
and mechanisms that you would need to have in place to use these
antennas for something other then decoration (but there cables and
junctions may simply be hidden from view)

If these are dummy, distraction, or decorative antenna it would not
be the first time that they have been added to a facility.
