can any 1 help me with motorola ASP cards?they are used to track peoples movements. id like to know if reprogramming etc is possible

not quite ferret . they use them at my work to track our whereabouts. but some cards have more access power than others.ie: open more doors .btw around here they use HOME ESCORT brand home arrest monitors
