Just so we have it straight, that's a compiler not a decompiler right? Dodi would be for the latter, for the former I did a plain google for 'free vb compiler' and found

I can't make out if it supports VB3 but it was written in '96 so may have been the only version around at the time. You can try it anyway, total size is 7.4Mb.

I'm looking for a VB3 opcode list too, (I already searched it with google...) maybe you know if it exist or not?

to point you to the right direction.You should read the main page of RCE.I always like to help if I'm able to but plase read it before posting anything

my mama sayd: vb(any version) is SHIT, need some scripting language - use java, or i`ll hit you with a 5kg brick.
so i installed m$vs7 .net & now have some pervert conversation with it`s nice gui every time i code.
this is my aim of life (the conversations) .... well more or less. + sometimes i drink (milk), 'fix' some code,

An opcode list is available in the runtime library. Trust me it is. Not saying digging is easy especially with 16-bit code. But hey IDA can work wonders for you and a full decompiler would be writable with some understanding. And the format and structure is much easier than the later versions.
