It's a very good book. I got the original Dr Dobbs crypto books cd; there's a new version out:

HAC is included in both, as is Schneier's Applied Crypto, another favorite.

Heh, it's not that I would suggest another book instead (I might add one, but that's a different issue), it's that it's been recommended many times ... it's been on the rekml list too, if I remember correctly.
