I've put a plugin I made some months ago up for download here:

It can be used to make individual MDI client windows to stay on top, for example as in a screenshot here:

It has got a few bugs as it is implemented in quite a hackish way but for me it works OK.

It was coded with Microsoft Visual C++ 6, the source is included.
