In the flexlm section on zencrack2.cjb.net,
you'll find flextool.zip, which contains all
sorts of really helpful goodies, most notably
lmrecode, which also generates valid vendor
keys for FLEXlm. Source is included for
lmrecode, which is helpful if you want to
make your own fancy license generator.

The PGC key generator is specific to version
6 of FLEXlm, and is really a derivative work
of lmrecode.

I hope this is helpful, and clarifies things
a bit.
