Can anyone tell me what is the name of the utilities that extract images and icons from a DLL file?

Any resource manager, you can find resource managers in protools.cjb.net .

To extract icon I use a tool called Avalon Icon Library Viewer. You can get it at http://www.geocities.com/SiliconValley/Station/8542/Icl_View.htm . But you can also use borland resources workshop.
