Clinton's State of the Union address
is scheduled for Jan. 27. My State of the Union
essay from Jan. 20, 1997 is unfortunately still accurate. [Since I wrote
it the total, direct U.S. intelligence budget has been declassified, in
response to a lawsuit by the Federation of American Scientists. The total
is about $26 billion. In December, the CIA updated its web page FAQ and
basically admitted that it spies on American citizens inside the U.S.]
