I was just thinking about this today.
You know the basis for reincarnation is your karma. But I was thinking, if you have the worst karma and are reincarnated as, let's say a fly. How exactly is your next life chosen? How does a fly or have bad karma?

I've never been convinced that negative karma will result in you coming back as a lesser animal.
Perhaps what you come back as depends on what will benefit you most regarding your current level of universal understanding.
As far as karma goes whatever negative energy you send out comes back to you to balance your energy levels. or sommats

How you see reincarnation depends on your BS (belief System). Personally, I think the notion of karma as a reward/punishment system is a myth. It is a matter of lessons learned and choice.
Given sufficient personal evolution, one can transcend karma. And everything else.
I hope I don't reincarnate to look like this:
