Technically, no. What makes a god a god to mortals is the fact that they have infinite power or abilities. To make a god more powerful or, in the same vein, a rock too heavy to lift, a burrito too hot to eat, etc., etc., would be to make their value infinity+1, which is a mathematical impossiblity. So, no, because nothing can be more powerful. He could, however, make himself less powerful then make a being more powerful than himself. No rule against that.
