If you're looking in some kind of definitive when and where, you'll never find it.
Supposedly god just Is. It's we who do the time counting and living and dying.
That's why they are "god".

"I am the Alpha and Omega" -God
Its been hypothesized that God's view of time is not sequential like ours is. If you think of a parade as time passing, we view the parade as the audience on either side of the parade. God views the parade from an aerial view, seeing everying at once.

Dougal: God, I've heard about those cults Ted. People dressing up in black and saying Our Lord's going to come back and save us all.
Ted: No, Dougal, that's us. That's Catholicism.
Dougal: Oh right.

All the stuff that theists come up with like god being outside of time just seem like crap they make up to make sense of their god. There's no good reason to take it seriously, seeing as how I don't think they can back it up. I think it's all special pleading.

God is a metaphor for all that we cannot understand. That's why he will always be beyond us.
God was created by man. And the bible, it's just full of invented speech to convert people to christianity. Like Jesus being born in Betlehem, 3 kings visiting him, etc.

Therefore god is shrinking because we learn more every year.
god is a seemingly reasonable and coherent assumption based on observable phenomena with seemingly strange and unreasonable implications for the way we observe those phenomena.
Well, maybe after god is defined.
