Hehe, I think it was a Conan O'Brian skit making fun of The Matrix. During a clip of Agent Smith's 'purpose' speech in Reloaded, a deep and commanding voice cuts in and slowly bellows, "WHO CARES?"

My grammatical rendition of that voice was the all-capital, no-punctuation-marked version you see there.
