I think the government already does that to some degree.

Certain emotional feelings are the basis for morality. Shame and guilt are two such emotions that give a person a sense of doing something wrong, immoral. Then you have that warm fuzzy feeling for doing good stuff, whatever the hell it's supposed to be called. And pride, and disgust, and so on.

So are morals good because some alleged God arbitrarily dictates them, or does it dictate them because they are good?
If it is merely because it was commanded by god, then that god could outlaw heterosexuality and order everyone to murder at least 1 other person in their lifetime and it would be "good".
Or are certain morals considered good because there are reasons independent of god's arbitrary decisions.
If it is the latter, then I submit that those reasons would just as well exist if the alleged god that commands them did not exist.

Morals are good because some alleged God who knows everything about every aspect of humanity knows what is truly best for humanity, therefore He calls what is best for humanity 'good'. He judges what is best for humanity by what will promote the peace, health, happiness, and general welfare of every human, and humanity as a whole. Because humans themselves cannot know everything about humanity (or theirselves for that matter), they cannot know what is truly best (though they often think they do), thus they challenge the standard of 'good' the alleged God has set before them to follow.
... I know what's best for me.
