Although technically one of the five rules laypeople have to live by is to not consume substances that interfere with one's ability to be in control of themselves, or something like that. I think?

it really does depend... i mean if you just wanna get stoned for the hell of it then it is bad karma because you are not meant to have mind altering substances, yet if it helps you relax or something then i cant see anything wrong with it

Unless it clears ones mind? Then it would be bad karma NOT to use Mind altering substances.

No mind altering substances such as alcohol and weed will distort one's perception of what is going on. This prevents the person to follow the 8 fold path, specifically right action.

you could say it depends on the persons intentions, while on a mind altering substance.
