Okay so I can buy a two way radio on ebay or anywhere else and they'll program the frequencies for me. However, I'm looking to use it to dick around with stores and need their radio's frequencies in order to do so. Is there any way I can get this information?

Most stores just use common hand helds in the UHF range. Most handhelds have a scan feature, so just park outside the shop and scan untill you hear someone talking, listen to see if its the shop and carry on if it isnt. I use a Uniden UHo36 handheld.

Any of the small handheld uniden ones are fine. 3km range line of sight. And cheap.

You will need a frequency counter/ search the FCC database for the stores freqs.
About the radio, you WILL need a portable that is programmable to whatever frequencysyou to wish to transmit on. A lot of stores use MURS
MURS : Multi-Use Radio Service is a low power, short range VHF Citizens Band service in the 150 MHz band.
