How would one legally go about doing this and how much would it cost?

Now you're thinking with the brain you got at birth. Illegal stations are increasingly used to distribute independent music, to communicate illegal or frowned upon ideologies, or to just try your hand at it.
There have been a few threads about it, but just to recap, you'll need your antenna, your transmitter, and a source. Possibly a mixer and some microphones and headsets for live stuff. Plans for antennae and transmitters (xmtrs in our parlance) are easily found on the web, and can be assembled from parts found at Radio Shack and/or online.
