At this point it only needs to be voted on by the senate and signed by the president. Its quite obvious for anyone to see that it will be law very soon. We all know how sheeple react to anti-terrorist legislation... And between that and bush... Yeah its gunna get passed and we gunna get raped.
There is too much to go into and it could still change a little before it is law.
So... The bottom line:

"Thanks for the heads up. My guess is that they will require
an ATF Type 20 permit to purchase AN. That is going to make
things difficult for the high-power rocketry folks. Here is
some more info on this (ridiculous knee jerk) law:

I see this law having two undesirable side effects based on
the farmers that use most of this stuff: 1) a lot more farmers
are going to be getting Type 20 permits, which will create
bigger problems for the ATF, and 2) the market for AN will
decline for those farmers that decide AN is too much hassle
and opt for anhydrous ammonia instead (which will become a
bigger problem for the DEA and EPA). And the rocket folks
can pretty much cross PBAN off their propellant list."
Why should we care:
N2O, ANNM, ANNMSA, ANAL, ANFO, AN/X, tannerite, a source of NH3 gas, xNO3 nitrations, HNO3 distillations, AN propellants like PBAN and AN/Urethane and AN/C, its a damn good fertilizer, cold packs ARE useful, negative-x, making guanidine nitrate from AN/urea/silica gel and/or AN/calcium cyanamide, and its possible use in so many other experiments.:(
