Now, to me this thing doesn't look safe at all and probably isn't but before i go out and buy all the materials to make one please give me a second opinion.

Lets see, how about we use copper (a low pressure rated material) and TATP (A highly sensitive primary explosive) To propel steel bearings not more than a foot away from your fucking head. Shit man you have been around here for a while, you should know that shit isnt on just by looking at it.
I only skimmed over the reasons this is retarded and fucking dangerous, there are plenty more but I'm seeing red after reading you wanna try that shit.

I was going to use steel for everything and black powder for the cartridges.
EDIT: yeah, i know its totally unsafe. But i was planning on remotely firing it too. its more just to see if i could actually design and make a similar one to that in the video.

Sounds like your wanting to make a small cannon. I'd recommend a heavy steel vice to hold the barrel. Make sure the barrel is thick and sturdy and rated for very very high pressures. Making the barrel from 2 or more pieces of pipe that fit snugly into each other is another option, though its unlikely that random pipes would just happen to fit into each other perfectly. The closed end will need to be secured really well. Perhaps welded on with multiple passes. I'd fire with a decent length of visco or electrically and of course be far away from it and behind something sturdy like cement wall.
Use BP with rather big granules, and start with very very very small loads.
W&C might be able to help more.

I made a very large NC cannon about 2 years ago so those are not a problem, i would however love just to make one of those shown in the video.

Okay BP cannons, all good, shit I make my own .22 pistols (so to speak).
Metal lathes rule dogs when it comes to making barrels for anything, of course drilling out a bit of stainless roundbar is an expensive practice, so hydraulic rated steel pipe is a good replacement. Something that can deal with 80,000 PSI will do (over kill, but its that or shrapnel in yo' ass). I can't think of the propper term off the top of my head... Seamless cold rolled? Something like that.
As bob said, if its a big bore (10mm and up) use a slower powder (bigger granules).
If it's gonna be remote fired and you aren't holding it, then make sure that shit is secure, or you'll be explaining to the neighbors why there is a metal pipe that stinks of sulpher in their yard :P
For sealing the end, JB weld, fucking orgasmic stuff. Of course actual weld is better, but if you don't have the gear it is the next best thing.
PS Sorry for the ranty first post but from your OP it wasnt clear that you were gonna make a BP one, rather than satans cocaine powered one.

Lol, thanks :) looks like i'm gonna be starting this project in about 3 days time when i can gather all the materials needed, mine also is going to be alot more aesthetic than the one in the video :)

Not only like everyone else said a HE in a copper tube BUT in the video there was snow. So the weather was very cold, making the metal more brittle especially under conditions where it goes cold to hot very fast
