I cant open that file at work right now, but i'm pretty sure a lot of EAS stuff is fairly public or at least industry (radio that is) knowledge.

PEP= Primary Entry Point.

The PEP's are a network of 32 radio stations across the country that are hard wire linked to The White House Communications Office. These stations, in the event that the Commander-in-Chief (or his successor in the event of a crisis) chooses to activate the EAS for a national emergency, will be the first to receive the EAS transmissions, and are responsible for dumping the message down to the LP's (Local Primaries) which will dump the message down to the participating stations in a market. In this fashion, a presidential EAS message can be propagated to all broadcast outlets in the country in about 15 minutes. This same setup was also used by the Emergency Broadcast System.

The information in this article is public information, and is made freely available to broadcasters to share with it's audience.

Not that anybody pays any attention to the EAS. It gets tested far too much, and the system is designed to repeat alerts each time the message is received (including updates from the government), which after a couple of cycles, the tune-out factor climbs to a point where after 3 or 4 cycles, nobody is listening anymore, and they have either acted on the alert accordingly, or have chosen to ignore the urging of local authorities to act.

However, the system does have it's redeeming points. It does NOT require the President to federally activate it. MOST federal offices can order it. The Army, Navy, Air Force, and Marines have the authority to activate it. National Weather Service can federally activate it. Homeland Security can. A few others can as well.

The system is also redundant. If one of the PEP's is gone due to power failure, equipment failure, nuclear obliteration, etc. the system is intelligent enough to let the next nearest PEP know that the other PEP is gone, and that they should cover accordingly i.e. if Sacramento, California was obliterated, San Francisco, California, Reno, Nevada, or Medford, Oregon could compensate for the loss.
