if 9/11 was going to have been prevented, it would have been prevented during the clinton years. this is not a slur against bush- it's simply an assertion that al-qaeda had been planning 9/11 for over a decade and by the time bush or gore would have been president, the plan was advanced enough that detection would have been almost impossible. terrorist threats are detected in the planning stage- the only country that catches terrorists right before they blow things up is israel, and that is because israel has implemented massive profiling and physical security measures that civil libertarians in the West would have huge problems with.
