I remember a long time ago, I found this 3/4 coat that was crushed velvet, and It was totally bad ass, it was like a dark red wine color.

What does it take to pull off the 3/4 coat look with out looking creepy/ goth?

Go for the timeless psychedelic garage look. Think Jimmy Hendrix etc. You will want some cool glasses and tight jeans. Also some bitchin' shoes.

Part of it is the way you act, if you act like a creepy goth, then then you'll come off as even more of a creepy goth, if you don't act like a creepy goth, then you won't come off as a creepy goth in the 3/4 jacket.
