Do the rules of the road apply to bicycles, and if so, to what extent? I'm talking about the USA, but if anyone knows about other countries I'd like to know.
I'm wondering if you can be written up for reckless driving or arrested, etc.

I'm not sure about reckless riding or drunk riding for that matter but most road laws apply to bicycles.

I don't know about other states, let alone other countries, but here in Florida, traffic laws apply to ALL vehicles. So yes, as absurd as it micht seem, you could get a DUI on a bicycle, or even a skateboard.

My gf's uncle got a DWI on a bicycle (nj). But i've never heard of anyone getting wreckless driving or anything else like that.

Yep.
Only difference is bikes can make hook turns at any intersection really.

Is that the same as a U-turn?

No.
A hook turn is where you turn right from the left lane.
It prevents you from obstructing tram lines.
