They were a group of peoples with nearly no neck, making them look like a body with a head built in. After the return from battle, Romans would tell stories of people with a head built into the body. People had great imaginations back then and everything was described person to person through stories.

sounds like this guy a friend of mine knows. Hes a body builder or fitness freaks thats been on roids forever and like balances on his head for extended periods. So he has no neck. lol
