no dice

I know someone who is more or less being moved/forced into a dorm with others that has very poor living conditions. Roaches, rats, barely reachable light switches in the middle of the room at the light.
It is a federal building for the military, but it is condemned. However, many people are more or less being forced to live here, as they have no other alternative.
I tried to find some laws, but couldn't dig up much.
I was wondering if anyone could help me find sources citing problems with this. Because I would assume living in a condemned building is illegal, plus the conditions would be quite suspect to any health inspector.
But I don't know if the fact that it is a gov't building changes anything.
Thanks in advance.
