If I have someones IP address, can I find out the address of the person or their name. I would prefer name here though. It's not for anything illegal or creepy or anything.

You can only find out the persons closest ISP point and ISP's doesn't hand out personal information about there costumers.

The best you can get from their IP is the town. If you have their AIM/MSN/whatever, google it. It will probably come up with their myspace/xanga/facebook/whatever. Or if you have their email, search directly on those social networking sites. From there you have their name and their town. Next stop: white pages.

You now have their name, town, street address, phone number, etc.

The only people that can track you down with just your IP address are law enforcement. There might be one or two people every now and then who can social engineer an ISP, but it is extremely improbable.

Edit: This is somewhat irrelevant, but you can sometimes track down website owners who list their real address. It is kind of common knowledge though, so you won't find anyone who doesn't want to be found.

This

Send a complaint saying your website is being DDOS attacked, and their IP is one of the reoccurring ones. Ask for their details so you can pursue further action. Could work.

To ask again, what other information do you have on them? Theres a nice program called "Maltego". Great for this kind of thing.
