No, not a tandem.
My girlfriend lives about 20 minutes walking distance from me. I have a bike, but she doesn't. It's effing cold for half the year here in Chicago so she doesn't want to have to walk back and forth all the time. Does anybody make a bicycle seat that fits two people? I don't want to have to buy another bike, and even then I would never ride a tandem.
I'm converting the bike to an electric bike so pedal power won't be a problem. Not to mention she weighs like 100 lbs.

You can buy stunt pegs to go on the back axle so she could presumably stand on them while you pedal.

If you have a flat bar between your handlebars or something else that would make it easy to sit there, like ape-hangers. Then just wrap it with some neoprene foam, and you have a second seat.

Dub her on the handle bars, or the top pipe between the seat and handlebars. That or pegs as Argon suggested. If you get keen, pegs and a rack on the back. Chuck a cushion in the carrier.

I don't think pegs fit too well on geared bikes so you may need to machine your own.

As long as the dropout is big enough pegs will work. You might need spacers though if your axle isn't 14mm or 3/8".

All that's stupid though. Get her a bike.

I like it. Needs a little work, but it runs. Currently ~35mph tops. I probably paid too much for it but it's fucking cool so I don't care.

Not a whole lot of bikes that I've sen actually HAVE carriers.
