I don't have my textbook with me right now, but I'm pretty sure that's not a Strawman. Although its been awhile since I took Critical Thinking, so I might be wrong...

Modified. It's not the same thing, but it's in the same category because they're misrepresenting the position of the majority to support their own claims.
