i have a homecoming dance to go to in like, an hour
i dont have a nice belt, so should i either wear a black/black studded belt, a caddilac seatbelt-style belt, or go with no belt?
btw i will be wearing a dress shirt and dress pants
also would it be acceptable to wear a hat to homecoming?

And if I were you I would go with a standard black leather belt.

any black or really dark brown coloured belt with a bronze or silvery buckle would be fine. though you dont need a belt at all.

as for the hat, you dont need one. if you insist on it, and youre wearing a suit, the only thing that would fit is a fedora. which matches the colour of your suit
