How does one start a shooting club?

Do you have a range to do this at? Ask the person who owns the range maybe.

Become acquainted with the range owners/operators, make friends with fellow patrons and discuss it with them. Put up posters and so on, discuss getting range time and discounts with the range owners. Put on some friendly competition events to attract shooters. Eventually if you get enough people you could put on some serious competitions.
