Me neither. However, I am kind of surprised he can present this petition in earnest. A tiny bit of thought into the whole 'marrying a manga character' generally yields the answer "this is fucked, what am I thinking?!", granted the person has even the most basic critical thinking abilities.

I mean, I get that people can form 'attachments' to fictional characters. I also understand that people are weird, and under certain situations these 'quirks' can be taken to extremes. Still, does he even believe in what he's saying?

IMO there should be a huge, wide chasm between recognizing the scary attachment you're forming to some ink lines printed on paper; and then going about trying to have that 'relationship' legitimized by society and the government. It obviously happens, that people form these attachments, but do they really expect or believe that it should be legitimized by others? It's all in your head, anyways, may as well just keep it all there.

Marrying one's pet almost makes more sense, to me, because at least they're corporeal/non-fictional entities, of some sort...
