The only algorithm that I can think of off the top of my head with a 13-characters output would be the old school DES-esque Unix function. I believe this is still widely used by the crypt() PHP function, which makes sense, assuming you extracted this from a website. Now, if the password is salted, which is likely, you're gonna have one hell of a time cracking it. If you're lucky and it's not salted, you've got a chance.
