well, a decilitre is dL
though using decilitre is retarded.
the recipe sounds like some homebrew alcohol. just go with a gut feeling. the yeast is gonna eat it all up eventually (unless the ethanol concentration gets too high that is), so just throw in a few tablespoons first up

Its Kilju recipe (Kil`yu)
Water, Alcohol.
I plan to flavour it though and make it a ginger, lemon, orange.

I lolled hard at this. 10 liters of sugar. Oh man that'd be funny if OP tried to do that.

Look up another sugar wine recipe. I can't remember for sure, but I'm thinking you need like 5 cups of sugar for a gallon of sugar wine.

Update: Got pissed off and just added 5tbls spoons of sugar per liter. Probably should have done moar but what ever.
Deciliter. 1/10 liter. Approximately 7 tablespoons.
A decaliter would be a ridiculous amount of sugar.
