how do these things work and how would i go about getting one... and Im a minor

anyway, dont you just go to someplace that supports the card's service, and just tell the guy to put blah dollars in your card. pay him the amount, pay him the fee for doing it for you, then spend it like any other card right?
like where Walmart or something?

well, i cant really say, because i live in australia. i do it a post office or newsagent, though some stores will have the service.
but didnt your card come with instructions on how to use it?

yes, when I think of financial issues, Walmart is the first place I think to help me out.
You may also consider your local major grocery store's service desk.

You can get them at walmart, radioshack, the mall, the bank, ect.
You can spend them on anything you could with a credit card. I remember a few years back when I still lived at home and didn't have a credit card, I would buy these so I could order things online.
Keep in mind that not all of them will work with PayPal or other places online, if there is no name attached to the card.

They sell Prepaid Visa debit Cards at my local newsagent

^This... and dont forget your id... which is gay, why do they need your name if its pre-paid, not like you can rip them off when paying with cash.
Usually you pay 20-25$ for the card, its like 2$ to put $$$ on it and 1.50 every time you use them.

It's something to do with fraud protection (if someone buys online, some sort of name needs to be behind it).

Walgreens and CVS I know have them. Also if you buy something expensive at a place and they offer a mail in rebate what you get is the card. I had to buy a scientific calculator at school for staples and I sent in the rebate and I got a $20 visa prepaid card.

At my bank, it's free to get pre-paid visa cards. No money per transaction, no minimum balance, and you can even register your card to have your name/address/etc so you can buy stuff online and use it with paypal.
