I can't answer 100% on any of the questions related to this, but I know, after I pirated Oblivion (pirated games are very similar to Steam and Direct2Drive games, by the way.) I experienced no troubles installing mods, although I recall a problem with Oblivion Script Extender, but not exactly sure what.

As for using the tool, I also do not see why you couldn't, but I did not try with Oblivion.

Wow, now maybe someone can add some decent content to the game. I remember thinking the whole time I was playing "I am totally gonna mod the shit out of this". Then the end came and I died without ever having really seen the fruits of my labor. I wanted to rebuild & repair the wasteland as I went along but it never came. Now next time I install the game I can do that.

I don't know, I liked it. Sucks that they wouldn't let you keep playing after you won :(

I kind of wish it had more of a survival feeling than an action-game feeling, though. I've read about plenty of survival mods coming out, so it's all cool.
