Your going to have a hard time finding white ammo pouches much less molle ones. Its not a very tactical color is why.

I am guessing he is in a snow setting. It is just as tactical as any other setting. coyote brown/desert tan go in the desert. Black is for night. Green is for the forest. White is for the snow.
Tactical Tailor. They will make anything in any color, even pink.

We swedes usually put white tape on our green pouches duing the winter, it's not entirely white but it works.:)

and yellow and orange is for inside a volcano or during forest fire....you forgot that..

I was just checking there site before I made my first post and was pretty sure they did but I couldn't find the info on their site, those guys are awesome with making personalized gear and they are worth your best shot. Got my personalized two piece rhodesian rig from them, great guys.
If you can't go white I would try ACU. Since ilovechronic is right it is just as tactical if your in that winter climate its just as needed for most cases then the other colors. ACU's surprisingly work really well in the winter especially with snow on the ground of course.

Winter environments around here don't usually tend to be totally white out, so I don't really worry about it. Utah/Idaho/Wyoming still has brush and trees and stuff visible through the snow, straight white would kind of stick out anyway.
But have you tried something along the lines of
bucket + water + dye + pouches = ?
Make sure you take the magazines and stuff out first.
