I've just installed Peer Guardian and I've realised that on the list of blocked IPs, my university keeps coming up.

Now, I'm just wondering, is this natural considering I'm in a uni dorm? Or is it likely that there's people/admins trying to monitor my computer?

Also, it's worth taking into consideration I'm here at 5:55 am on Christmas eve and there's no lights on anywhere so I'm assuming I'm one of the only people awake.

I'm assuming that they're trying to monitor you. Though I wouldn't think that's how they'd be doing it, unless they're somehow intercepting your connection. I wouldn't worry about it though. Universities love to snoop on you in any way they can, usually because they want to prevent you from downloading p2p and porn. Best keep peer guardian on and continue doing what you're doing.
