Is it possible to set up a PO Box that is untraceable? If so, how would one go about doing that?

In this case it would most likely be better to search your area for a run down house that is unoccupied, copy the address and put it for what you want sent there. Because if you are getting something there that the post office checks, they will find who owns the box. I don't think there's a way of getting an untraceable one unless you bullshit all the information when you apply for one, but I don't have much experience with PO Boxes. I have used the 'abandoned house' thing in the past a time or two and it works great if you still live at home ;)
What exactly are you in need of a PO Box for?

I just looked at a pdf of a PO application. It looks like the only way for it to be untraceable is if I have a fake ID.

Fake ID and pay with cash. I mean you could always do what my pops did and have a actual PO Boxes (good for non-illegal uses too) with your name and have peoples shit get sent to you under a fake/phony name.

Ship items to a UPS store. Just call the store once you make the order, let them know you're from out of town, then pick it up when it arrives and pay a $5 fee.
They typically won't ask for ID.

I think they (them being the US gov post office) actually check into you before you get a PO box, They probably check your drivers license and check with the DMV to see if your code checks out.
