I remember watching this movie about 10 years ago:

In the movie there is this guy that is in photographs of all the major disasters in history. I think it had to do with time traveling or something, and there was a group of people trying to stop him.

I can't remember much else about the movie. I think it was made in the mid to late 90s, and it might have been a made for TV/Video movie.
