I want to take a vacation somewhere sunny (preferably coastal) and safe enough to travel around by bike and either camp with a tent or stay at hotels/hostels, assuming they're cheap enough in that country.

I'll be leaving from Vancouver, BC or Calgary, AB, and cheap flights to the destination are a must. I'll have a total of $4000 to work with.

Any suggestions?

South or central america! Peru, Argentina, Brazil or Venezuela would all make for top trips.

Or if you'd like something a bit more touristy, Costa Rica. Expedia.ca says you can get there and back for around 900 CAD from Vancouver.

Alternately; there's always Mexico, Jamaica and the Caribbean.
