Shops legally selling pipes/papers/other keen stuff, with business licenses & all. A new mayor came in & wanted to clean up. Though they were quite OK under Florida law, the mayor used different Federal laws to fuck them up.

I imagine he could have tried to revoke their licenses or given them notice & time to shut down, but no! He has the Feds come in. No charges, but no merchandise either.
