to answer your question, the carb is basically just another place to take a hit from. Sometimes people can't stick the whole length of the normal mouthpiece into their mouth so they invented the carb to make it easier for them, and to give them options. It also allows for two people to take a hit from it at the same time. one does the whole glass-down-throat (you know, the normal technique) and the other takes a hit from the carb.
