Not necessarily, he just didn't add his opinion or view. This could be taken as a political act. If this kind of weaponry was created and utilized by Japan, we could see a very different world.

Personally I believe this to be another striking example of Taro Aso and his LDP party ducking out of his funding responsibilities by prostituting out education to private contractors. Disgraceful I say!
