Are you serious? this is like one of the first goofs the govt pulled back in the 30's that is talked about in every hist/natgeo doc there is. its intentionally setup to be impossible. you have to have drug in hand to purchase stamps, but its illegal to purchase the pot before the stamps... thats how its sposed to be. back in the 30's the lawmakers didnt see a way to criminalize them without violating the constitution so they came up with this. it lasted until it was nolonger a worry to evade the constitution, i.e. nixon.

My buddy's brother has one from here in AZ from '96. Weed is illegal to sell, stamp or no stamp...however, my understanding of the stamp is that if caught for selling, you can't be charged with tax evasion. That's just how it was explained to me though, that could be bullshit for all I know.

Weed is/was already illegal on the federal level. The tax stamps are just a way of making drugs illegal on the state level as well, and it's also a method of revenue generation because they can charge dealers back taxes.
