How does someone do the following with said product:

Get free field testing
Have users give feedback to make the product more pratical
Market the product after refinements

My best guess would be to start with the local SWAT team and get feedback there. Then maybe see if some Guardsmen would volunteer some time giving feedback and carrying 1 lb of extra equipment that makes their life easier. Then maybe get some civilians that are in that particular field to test it out so there would be a Government model as well as a public model.

Can someone show me the ropes or atleast where I can find information?

You don't. As someone who's worked in a lab with DARPA contracts, you either submit a grant and then they tell you what they want, or they offer to outbid a current grant- I mean, offer you a grant... and tell you what they want.

The same goes for an inside source I have where special DoD vehicles were designed and manufactured; they bid for a contract, won the bid for the cheapest price, and developed a product that met all of the DoD's requirements per stage of development. They field test it, or give you the variables and tell you how to test it, while watching.

Also, this really isn't the place for these kinds of questions.
