the teller at a phone store recently told me about how people where washing the ink off of 5 dollar bills then reprinting higher denominations onto those bills, so when a teller uses the counterfit pen on the bill it passes every time. leaveing the tellers to have to not only use the pen but also check the water mark

the benifit of doing this is that the paper will feel real, the feel of thed paper is what makes most people investigate the money more and find that it is a fake, so if you have legit paper then you could pass the feel test as well as the pen test, warding off most suspisions and avoiding the teller looking at the water mark in the bill.
