The enormity of one man's crime was spelled out in harrowing terms in the High Court at Christchurch yesterday.

One by one, 12 people affected by the carnage Lipine Sila caused rose to their feet in a packed and emotional courtroom to describe how their lives will never be the same again.

The court heard of health and psychological problems, broken marriages and ongoing nightmares and fears.

Many of Sila's victims felt guilty over having survived the carnage; others talked of life goals ruined and families financially crippled.

Sila never once looked at the speakers.

He showed no emotion until his lawyer began speaking, when he held his head in his hands and appeared to wipe away tears.

Harry Young, father of Jane Young, said the tragedy had forced him and his wife, Lorraine, apart.

"Sila has made us unable to live together. We can no longer bear each other's anger and sadness."

The couple had sold their home, partly because of financial problems and partly because they were unable to bear their daughter's empty room.

Mr Young now lives alone and takes antidepressants. He has sleepless nights and is "full of rage for Sila and the judicial system".

Jane Young's mother, Lorraine, said she had survived only because of her love for her two sons.

Ben Devine spent nine days in intensive care and 3 1/2 weeks in a coma after being struck by Sila's car. He had to learn to walk and talk again, tires easily and struggles with even basic tasks. "I now keep a diary close at hand because I cannot remember anything.

Oh, the irony. Why, then, are Russian gangs going after immigrants from, say, El Salvador, Cape Town, or St Louis?

Found guilty last month of murdering 16-year-olds Hannah Rossiter and Jane Young and of intentionally causing grievous bodily harm to eight others when he drove into a crowd on Christchurch's Edgeware Rd in May last year.

Sentenced to a minimum of 17 years in prison.

I know a bit about this case as it only happened a couple of blocks from where I live.

The people that threw the party were employees of a local tyre shop that are known to only employ white guys..basically well presented skinheads.

Word spread via text about the party a few days before...the jist of the text being " No gangstas (niggers)...No asians"

There is a lot of racial tension here in Christchurch and it doesn't take much to trigger it...of course the text went right around the city and on that hot night hundreds of kids turned up.

Lipene Sila and his brother Ben showed up at this party for no other reason than 'staunch out 'and bash in a few white skulls.

These street thugs had the tables turned on them when they were set upon by skinhead partygoers...one skinhead in particular gave Sila a good hiding.

Sila dragged his sorry nigger ass out of there and got into his car and aimed at the nearest bunch of White kids.

Needless to say that if the situation was reversed and it was the Skinhead that ploughed into a group of 26 black kids this would be a race-hate story that would have been news globally within hours.

'European' woman died in NZ between 262 years and 330 years ago

A skull found on the banks of a Wairarapa river has turned out to be a European woman aged between 40 and 45 years, who died between 266 years ago and 302 years ago, says a coroner.

"This suggests that the deceased may have been alive somewhere in the South Wairarapa in or about 1742," said Masterton coroner John Kershaw.

The coroner noted in his findings that despite radiocarbon dating by GNS Science indicating the woman was alive in 1742, historians said the Wairarapa was not settled by Europeans until after the New Zealand Company sent settlers to Wellington a century later, in 1840.

The European discovery of New Zealand was by Abel Janszoon Tasman in December 1642, and history records the first two white women to arrive in New Zealand as Kathleen Hagerty, and Charlotte Edgar, two convicts who escaped from New South Wales and arrived on this side of the Tasman in 1806.

Mr Kershaw said there were few facts available.

Sam Tobin was walking his family dog when he found the skull in October 2004 on the banks of the Ruamahunga River, south east of Featherston.

"We know the deceased was possibly a European female and likely aged between 40 and 45 years," he said.

In 2005, GNS Science indicated a radiocarbon age between 296 years -- plus or minus 34 years.

Two Auckland forensic pathologists Dr Rex Ferris and Dr Tim Koelmeyer said the skull was an adult female, but was not Maori, and was probably Caucasian. A Wellington forensic pathologist, Dr Robin Watt, said the woman was probably of European origin, aged 40-45, but he could not discount the possibility of Maori ancestry.

Masterton archivist Gareth Winter said there were no European inhabitants in the area 300 years ago.

Abel Tasman only journeyed along the west coast of the country and did not land anywhere in the North Island. And there were no records of a ship missing in NZ waters during this period.

English explorer Captain James Cook, visited Cape Palliser early in 1770.

Mr Winter noted that whalers used to visit the Wairarapa coast, but records of their activities were very rare

Exchanging hongi with politicians is necessary because it is important to know your enemy, Tuhoe activist Tame Iti says.


Yesterday, Mr Iti made it clear that while he had refused to hongi with politicians in the past to make a political point, the ritual had its virtues when dealing with enemies.

He said all politicians fell into that category, no matter what party, because of the Government's history of Maori abuse.

"You hongi your enemy because it's better to have eye-to-eye contact with them – to know their shape, their form, their smell and their thinking."

Politicians constantly require new insults to hurl at each other and Mr Iti provided fresh ammunition when he exchanged hongi with Deputy Prime Minister Michael Cullen last week.

The occasion was the signing at Parliament of negotiation ground rules for a settlement of Tuhoe's claim to the Waitangi Tribunal.

The incident sparked outrage among National politicians, who pointed out Labour had vilified their leader John Key for exchanging hongi with Mr Iti at Waitangi Day celebrations.

Firearms charges levelled at Mr Iti following last October's so-called terror raids in Ruatoki, Whakatane and other parts of the country had rendered him even more pariah-like than usual at the time.

Dr Cullen said then: "On the one hand we had the Prime Minister, Helen Clark, a leader of international stature; on the other hand we had Mr Key, whose proudest moment of 2008 so far is to hongi with Tame Iti."

However, Mr Iti said his hongi with Dr Cullen was much more complex, despite the latter being a politician and, therefore, an enemy.

It followed a long period of resistance on the part of Tuhoe, which had led, at least in the short-term, to rongo (resolution).

The hongi followed a formal powhiri where the Crown acknowledged Tuhoe grievances and promised to negotiate a settlement that would put matters right.

"The media look at the Cullen hongi, but they don't understand the process that got us to there. The Government and Tuhoe reached the place of rongo – we both agreed – and that was the end of a process.

"That was a big step for the Government to agree so now we are starting to talk. They are no longer deaf and blind."

Hongi was entirely appropriate after such progress.

The ancient greeting, where each party presses their nose and forehead together and shares the other's breath, marks the point at which a person is accepted by the host people.

Mr Iti said you could draw parallels with the immigration process. After speeches by hosts and visitors on a marae that established the visitors' credentials and the hosts' willingness to accept them, both sides exchanged hongi. The act was like the stamp of approval in a passport at the end of the immigration process.

"But it's not just a ritual – it's a deep and meaningful way of sussing someone out and a most beautiful way of making contact with people you don't know," Mr Iti said.

Pakeha sometimes found the process awkward.

"They bang foreheads on noses; they stare at you. They want to know whether to give one press, two, or three.

"They can get so nervous they end up bumping their forehead on yours and it turns into a head butt."

Mr Iti said some people attempted a simultaneous handshake but they were better to grasp the other person's shoulder. Another mistake was for men to, instead, kiss a woman.

In 1972 he refused to hongi the then Maori Affairs Minister Duncan McIntyre during a protest against use of Maori servicemen in wars overseas and the lack of te reo Maori in schools.

"Afterward we just put our hands behind our backs and would not hongi him. We wanted to see some improvement first."

He first exchanged hongi with Prime Minister Helen Clark "many years ago", when she was a conservation minister at the opening of a departmental building at Taneatua.

Paul Moon is saddened that someone has made a complaint of racism over his book This Horrid Practice.

A study of Maori cannibalism by historian Paul Moon has prompted a racism complaint to the Human Rights Commission.

Sent anonymously to Dr Moon, the complaint said This Horrid Practice "describes the whole of Maori society as violent and dangerous. This is a clearly racist view claiming a whole ethnic group has these traits".

The commission has taken no action on it yet but a spokesperson said yesterday any mediation would occur in confidence and the complainant's name would not be released.

The commission said books and publications were covered by the Human Rights Act, however there was a high threshold that had to be met to prevent unwarranted incursion into the right to freedom of expression.

Released in August, the book posits that consuming vanquished enemies' mana had little to do with the underlying reason for Maori cannibalism. Instead cannibalism, in pre-colonial times, was simply about "rage and humiliation".

Dr Moon said he was disappointed that a complaint had been made.


"I spent several years researching this book, using an enormous body of documentation, and I am not about to denounce it just because it upsets a few people.

"What I am saying is, I approach things honestly and apply standard methods of research to it. If anyone disagrees that's fine. But there are ways of disagreeing, making a complaint about a person isn't the way.

"I think it's just very sad that it's come to this stage that when you write about certain topics in New Zealand history you get complaints and accusations of racism levelled at you."

The book has received mixed reviews within Maoridom. Canterbury University's Rawiri Taonui is a severe critic. He called the book an example of "poor scholarship" which "demonises" pre-European Maori society as obsessively violent.

"I think Paul's not a very good academic. I think that it's Eurocentric, it's poor scholarship in a cross-cultural context. He's looked at no Maori language evidence, nothing from the Maori Land Court. He sets that all aside and makes a giant-sized conclusion about pre-European Maori society that's based on the view of a few Europeans."

Dr Taonui said he did not think the book was racist but said the complaint was timely as it exposed inadequate work in Maori scholarship.

However, Auckland University of Technology's Te Ara Poutama dean Pare Keiha - Dr Moon's boss -said the book was "inspired" in some areas.

The book also never claimed that Maori had a monopoly on violence and cannibalism was part of every culture at some point, he said.

"So, yes, if some wish to call him a racist we will defend him, we'll be right alongside him."

A taxi driver who was suspended for refusing to wear a black shirt because it reminded him of "wickedness" of the Nazi Reich, should try to come to an agreement with his employer, the Employment Relations Authority says.

Harald Kleiven worked as a taxi driver for Russell Moore, who was a member of the Nelson City Taxi Society.

During 2008 the society adopted a uniform for their drivers that included a black shirt, which was to come into effect on February 9 this year.

Mr Kleiven was suspended for refusing to wear the garment.

He told the ERA the shirt was an offensive reminder of the "wickedness perpetrated by agents of the Nazi Reich throughout continental Europe".

During World War 2 Mr Kleiven was a Norwegian national.

"He described ... a particularly unpleasant exchange in which his whole family (himself as a small boy included) were put up against a wall outside their home and threatened with summary execution by black-shirted Norwegian collaborators, for some minor transgression against the occupying Nazi forces," ERA member James Crichton said.

"Mr Kleiven sees the black shirt to be worn by the society staff and members as a reminder of those tragic days in the Second World War and he does not wish to traumatise himself, or indeed be seen perpetrating the black shirt myth by wearing a uniform comprising of a black shirt."

Mr Crichton said he was satisfied the society had a legal right to insist its staff wore a uniform.

Mr Moore, speaking for the society, said that while he had the highest regard for Mr Kleiven and he was an asset to the business, the society felt it could not make an exception for him in regards to wearing the shirt.

Mr Kleiven said because of the policy he had been unjustifiably dismissed and should be awarded compensation.

Mr Crichton found Mr Kleiven had not been dismissed from the company, rather he had been "blacklisted", so there was no question of compensation.

"It may be possible for the society and Mr Kleiven to come to terms where perhaps the society might re-think its refusal to give Mr Kleiven an exemption, given his passionate belief that the present uniform shirt is a symbol of past evil," Mr Crichton said.

Lincoln University near Christchurch has reprimanded 15 students who dressed as Nazis and concentration camp inmates for a party, with penalties including visiting a Holocaust Museum and paying a $200 fine.

The university disciplinary committee met on Friday to consider the conduct of the students, who pleaded guilty to the charge of bringing discredit on the university.

The committee ruled the students had to:

- Visit the Holocaust Museum in Wellington and possibly the German Embassy at their own expense

Pay a fine of $200

- Submit a 2000 word essay on a topic determined by the chair of the committee

-Two students who wore the most offensive T-shirts also had to complete 150 hours of community service for the university.

Until the essay was assessed as being of an acceptable standard, the students would not be able to receive their semester two results, or register for study for the first semester in 2010.

The students' conduct was totally offensive, Vice Chancellor Professor Roger Field said in a statement on Friday night.

The penalties would expose the students to the horrors of the Holocaust and enable them to reflect on their inappropriate behaviour, he said.

The students attended a party at a campus cafe on September 18, run by a halls of residence as part of Oktoberfest celebrations.

Their costumes featured slogans such as "Sieg Heil!" and "Hitler's my boi" and one guest was seen wearing a white top decorated with swastikas.

Robin Klitscher, president of the Returned Services Association, which represents former members of the armed forces, said he pitied the students, who were missing more than an understanding.

"They are in total ignorance of what they've done," he said.

The boys, who could face suspension, have been ordered by the school to apologise on Tuesday to staff at the Auckland War Memorial Museum, where they staged their prank.

Karen Mason, a spokeswoman for the museum, described the photographs as "hugely offensive and tasteless".

She said of the students: "They do not understand at all or have any empathy.

"I would like them to come and see me and I will do my best to explain to them exactly where they have gone wrong, because they have gone seriously wrong."

Stephen Goodman, president of the New Zealand Jewish Council, said the boys' action "trivialises the Holocaust and it trivialises the suffering that people went through.

"Anything that trivialises suffering dooms us to repeat history rather than learn from it.

"It is not such an affront to the Jewish community, it is more an affront to all New Zealanders who served in the armed forces in any war."

Mr Goodman has met John Morris, the school's headmaster, to express his concerns over the stunt.

Mr Morris said on Monday there was "absolutely no justification for the immature and unthinking" actions of the boys.

He said they would face "appropriate" disciplinary action.

The incident comes just weeks after students at Lincoln University in Christchurch were photographed wearing concentration camp prisoners' costumes at a fancy dress party.

Auckland Grammar, a state-run secondary school established in 1850, is one of the country's most sought after by parents, who praise its high academic standards and emphasis on traditional virtues.

An obelisk in the school grounds commemorates former pupils who fought during various wars.

Eminent alumni include the Everest pioneer Sir Edmund Hillary, film star Russell Crowe, the cricketers Martin and Jeff Crowe, and several former government ministers.

Some 12,000 New Zealanders died while serving during the Second World War, close to one per cent of the country's total population at the time.

The children of Moriah Jewish School in Wellington are inviting children and members of the public to attend Holocaust Remembrance Day in 2010 by joining them at the Holocaust Memorial, Makara Cemetery on Wednesday 27th January at 3pm.

"In 2010 we are focusing on the 1.5 million children who were killed in the Holocaust, this is more than the total population of Auckland, the biggest city in New Zealand," says Kessem Goldberg (12).

"We're collecting a button for every child who lost their life and we would like to ask people to donate buttons by bringing them on the 27th January or sending them to our school."

The remembrance ceremony is co-hosted by the NZ Holocaust Research and Education Centre, the Wellington Regional Jewish Council,B'nai Brith Unit 5187 and the NZ National Commission for UNESCO. This year free buses provided by the Wilson Funeral Home will leave parliament at 2pm and take people to the Makara cemetery.

"Through learning programmes about the Holocaust, our younger generation comes to value the importance of tolerance and freedom in a just society," says Dr Andrew Matthews, deputy chair of the NZ National Commission for UNESCO.

"This knowledge is essential to ensure that such atrocities never take place again."

The children embarked on their project in 2008 and in spite of initial doubts are on track to have collected 1 million buttons by January 2010. People from around the world have sent buttons, well wishes and donations for the students' planned memorial sculpture that will incorporate all the collected buttons. Sharing stories with Holocaust survivors has been a key part of the project. Kessem says their stories show sadness, depression and loss but also hope and something to look forward to. The students were particularly touched by Vera Egermayer who was only five when imprisoned in the Terezin Concentration Camp. "In a time like the Holocaust it's like living in a pitch black room. But every time someone does something for you it's like someone coming in the room and lighting a candle. You need to focus on the light of the candle," Ms Egermayer told them. In spite of what she went through, Ms Egermayer's advice, to focus on the light and not the darkness greatly moved the children and her vision has come to shape their subsequent remembrance projects. The planned memorial, a maze incorporating the buttons, is also focused on her advice. "We still find it hard to understand. How can people murder innocent children? By remembering we can help stop this horrible thing from happening in our generation," says Jonah Ease (12). "We feel a special bond to the buttons we have collected . . as if we know the children and we are friends. We are so lucky to live in a time like today and in a safe place like New Zealand. We also feel total respect for the children of the Holocaust."

Kessem and Jonah say the Moriah children get quite emotional just looking at the hundreds of thousands of buttons, all of them different, just like those children who were killed so many years ago.

Paul Moon is saddened that someone has made a complaint of racism over his book This Horrid Practice.

A study of Maori cannibalism by historian Paul Moon has prompted a racism complaint to the Human Rights Commission.

Sent anonymously to Dr Moon, the complaint said This Horrid Practice "describes the whole of Maori society as violent and dangerous. This is a clearly racist view claiming a whole ethnic group has these traits".

The commission has taken no action on it yet but a spokesperson said yesterday any mediation would occur in confidence and the complainant's name would not be released.

The commission said books and publications were covered by the Human Rights Act, however there was a high threshold that had to be met to prevent unwarranted incursion into the right to freedom of expression.

Released in August, the book posits that consuming vanquished enemies' mana had little to do with the underlying reason for Maori cannibalism. Instead cannibalism, in pre-colonial times, was simply about "rage and humiliation".

Dr Moon said he was disappointed that a complaint had been made.


"I spent several years researching this book, using an enormous body of documentation, and I am not about to denounce it just because it upsets a few people.

"What I am saying is, I approach things honestly and apply standard methods of research to it. If anyone disagrees that's fine. But there are ways of disagreeing, making a complaint about a person isn't the way.

"I think it's just very sad that it's come to this stage that when you write about certain topics in New Zealand history you get complaints and accusations of racism levelled at you."

The book has received mixed reviews within Maoridom. Canterbury University's Rawiri Taonui is a severe critic. He called the book an example of "poor scholarship" which "demonises"%

Kiwi Holocaust Survivors Featured In Exhibition DVD

The testimonies of New Zealand's own Holocaust survivors will be the subject of a poignant DVD that will accompany the Anne Frank Travelling Exhibition this year.

The DVD was produced with support from the NZ National Commission for UNESCO. It has been made by experienced film director, Anna Cotterell and AC Productions, with skilful interviewing by renowned journalist Ian Fraser.

"By learning about some of the world's darkest times, young New Zealanders can learn to value the importance of tolerance and freedom in a just society. Education is our best safeguard to ensure these horrors are not repeated," says NZ National Commission for UNESCO chairman, Bryan Gould.

"The stories of our own people, other New Zealanders, who survived the Holocaust need to be heard and learnt from." The Anne Frank travelling exhibition will reach New Zealand for the first time this year. "This simple diary kept by a young girl who was murdered in the Holocaust has become one of the world's most well-known, powerful and treasured examples of tolerance education," says Mr Gould. "In 1946 when UNESCO's constitution came into force, New Zealand was the second country to step forward to sign it. We did so, in the aftermath of that tragic conflict and with the horror of the Holocaust fresh in our minds, so that the instinct for peace and for a common humanity should take hold in the minds of new generations." Last year, UNESCO included the manuscripts of Anne Frank in its Memory of the World Register, the World Heritage List for documents. This inventory contributes to the preservation of precious documents from archives and collections, including libraries throughout the world. The exhibition will be launched at Te Papa on Wednesday 10th February 2010 and will tour New Zealand throughout the year.

Shechitah appeal to NZ premier

ATTEMPTS to overturn the recent ban on shechitah in New Zealand were taken to the top levels of government last week. Representatives of the community met with New Zealand Prime Minister John Key to air their concerns regarding new guidelines for animal slaughter and the negative implications they pose to the community.

“On Friday, a small group met with the Prime Minister to express to him the views of the New Zealand Jewish community with regard to the new Code Of Animal Welfare and its effect on shechitah and the Jewry in New Zealand,” chairman of the New Zealand Jewish Council Geoff Levy told The AJN. “The Prime Minister understands our point of view. He said, ‘We want the Jewish community to be strong and vibrant in New Zealand’.”

Community representative David Zwartz told The AJN that they are now awaiting a response from the Prime Minister, whose Jewish mother fled Austria on the eve of World War II.

Zwartz added that they are also preparing for a potential legal challenge to the regulations. Asked whether they anticipate Key intervening on the community’s behalf, Zwartz said simply that they would “have to wait and see”.

Also this week, Agriculture Minister David Carter – responsible for implementing the ban on shechitah by imposing a law to ensure stun guns are used prior to animal slaughter – has apologised for comments made last week in his address to the Association of Rural Veterinary Practices.

Carter had told the group that “there are no exemptions” to the new regulations. He added: “In doing so, we may have upset a relatively small religious minority, and I do appreciate their strong feelings for this issue, but frankly I don’t think any animal should suffer in the slaughter process.”

New Zealand Jewish Council president Stephen Goodman confirmed that an apology had been made for any offence caused.

Posting racist or xenophobic messages on the internet and Holocaust denial could be illegal if New Zealand signs up to a international cyber-crime agreement.

Justice Minister Simon Power and Police Minister Judith Collins yesterday announced a three-year plan to crack down on international organised crime. One proposal involves the Government signing the Council of Europe Cyber Crime Convention, also known as the Budapest Convention.

A protocol of the convention requires nations to make "the dissemination of racist and xenophobic material through computer systems" a crime. It also makes denial or justification of the Holocaust and other verified genocides illegal.

Almost 30 nations have ratified the convention. However, a number – including US, Ireland and Britain – have refused to sign the protocol.

The organised crime plan proposes to review New Zealand law "with a view to adopting" the convention. A Justice Ministry report notes many laws already conform to the convention. It estimates 70 per cent of adults have been targets of some form of cyber crime.

An organised crime crackdown would also involve anti-money laundering measures, protections against identity theft and steps to prevent bribery and corruption. It would also allow more information to be shared by domestic agencies and across borders.

An omnibus bill would come before Parliament next year, if National is re-elected.

In a bid to tackle white-collar crime, regulations on establishing firms and trusts will be tightened. More than 1000 New Zealand organisations have been implicated in serious offending overseas in the last five years, the report noted.

To reduce money laundering, increased reporting of suspicious transactions and monitoring of international fund transfers and high value cash transactions would occur.

New Zealand against 'cyber racists' - YouTube

Residents are labelling "Its alright (sic) to be WHITE, Be Proud" pamphlets which have been dropped through mail boxes and doors, racist and disgusting.

An Uxbridge St resident, in Renwick, said she was disgusted by the message delivered by political activist group Right Wing Resistance NZ on Sunday afternoon.

"It is horrible; we have some real hardy souls out there in the vineyards who hail from the Pacific Islands working their socks off.

"For them to be reading these messages in their homes is not nice."

Another pamphlet, "Stop The Asian Invasion" has been delivered to some, but not all residents.

But group leader Kyle Chapman said the messages were not racist and should not be viewed that way.

"You media, the fact you even suggested it is racist for us to say we are proud to be white, is just twisted.

"It is simply a recruitment drive and we are targeting like-minded people, it is not malicious."

Mr Chapman said the messages were posted in random mail boxes during the weekend recruitment drive.

He estimated thousands had gone out across the country.

If people disagreed with RWR's message, that's their choice, he said. "We are not out to change anyone; if they want to support us, come on aboard.

"We stand strong for our rights and are truly fed up of feeling guilty to be white because of the things we have supposedly done in the past."

Another Uxbridge St resident was outraged by the message and wanted to send a message of his own.

"I've got no tolerance for this s.... Quite frankly they are a bunch of lowlifes."

Other residents said they would be throwing the pamphlet away or putting it on the fire.

Marlborough mayor Alistair Sowman said yesterday he had not heard of the pamphlet drop or the group.

"I think it's rather nonsensical. It's something we don't need in this town."

Constable Michelle Stagg, of Blenheim, said police were aware of the pamphlets and said people should treat them with the credit they deserved.

"No credit. Just ignore them and if anyone sees somebody delivering these messages in their street, we would like to hear from them."

One of the residents spoken to said they saw a moped scooter driving down Clyde St, but the driver did not take their helmet off during the delivery.

One in four New Zealand children live in poverty and spending more on early childhood would reap huge social rewards, according to a new report which ranked New Zealand 28th out of 30 countries in the developed world.

The report was compiled by Every Child Counts - a coalition of organisations and individuals led by Barnardos, Plunket, Unicef, Save the Children and Te Kahui Mana Ririki (a New Zealand Maori children's wellness forum).

New Zealand's low ranking out of 30 OECD nations showed a high teenage birth rate and the worst suicide rate - at more than twice the OECD average.

Education, infant mortality and deprivation also came under the spotlight in the report, which ranked Denmark top, with Israel and Korea also high on the list.

Every Child Counts chairman Murray Edridge said the report, titled "1000 Days to Get it Right for Every Child", showed the low public investment in children's crucial early days of life, at $NZ3 billion ($A2.42 billion), or 1.5 per cent of GDP, resulted in a heavy economic burden - at least three per cent of GDP every year.

"These costs are all preventable," he said.

Maori and Pasifika children were among the children most affected, and were missing out on goods and services, including adequate housing, nutrition, warm clothing, and healthcare.

"Our work identifies a range of potential solutions to improve child outcomes, including community-led development, geographic targeting of family support services, improving the health of women of childbearing age, raising the quality and accessibility of childcare and early childhood education, particularly for Maori, Pasifika and low income communities, investing early in children's lives, creating clear, achievable targets for child well-being outcomes and collecting data to measure progress, and coordinating home visits and centre-based services," Edridge said.

The report has been welcomed by many organisations.

Dennis McKinlay, executive director at Unicef New Zealand, said New Zealand's spend on children should not be considered as a social cost but as an economic investment for the future of the country.

"New Zealand spends $US14,600 ($NZ17,500) per child whilst, in comparison, Scandinavian countries spend $US50,000 per child under six. Other countries, like the Netherlands, spend less but have better outcomes. The stark reality is that poor outcomes for children are costing New Zealand $NZ6 billion per year in areas such as health, welfare services, crime and justice."

A senior member of the Kawerau Mongrel Mob choked and stomped on his teenage daughter after he saw a cellphone photo of her making the sign of a rival gang with her fingers.

In a violent and prolonged attack that left her bleeding and badly bruised, Raymond Iveagh Jury choked his 13-year-old daughter by squeezing her neck and punching her around the head and body. When she ended up on the ground, he kicked and stomped on her throat.

In the Whakatane District Court, Jury pleaded guilty to assaulting a child and was remanded in custody for sentence on October 14, the Whakatane Beacon reported.

Charges relating to an alleged second attack three days later were withdrawn by the police.

Judge Paul Geoghegan warned the 49-year-old Kawerau man it was highly likely he would receive a prison sentence.

He said it was a vicious assault on a girl who was entitled to feel that her father should protect her.

The violence on June 21 was sparked by a cellphone photo shown to Jury by the girl's brother, with whom she had just been arguing.

It showed her completing a Crips sign. The Crips gang is affiliated to Black Power, the main rival to the Mongrel Mob.

Jury, a long-standing member of the Mongrel Mob, became enraged by the photo and questioned the girl on whether she was a "nigger" – a term commonly used by Mongrel Mob members to refer to Black Power members.

She answered "no" but Jury began to physically and verbally attack her, punching, kicking and choking her while saying such things as "next time I hear you being a nigger I will kill you".

The girl's nose piercing was ripped out and she was left with a fat bleeding lip and multiple bruises.

It took her a week to pluck up the courage to lay a complaint with the police against her father, who does not live with the family but visits often to see his children.

She told police the family had suffered a significant amount of physical abuse spanning her lifetime.

Bonnie McGregor didn't mind giving a man money when he approached her car claiming he had been mugged and needed to get home.

But she doubts she'll ever give cash to a stranger again after the same man made a similar move the following night.

The Titirangi resident was in a takeaway drive-through outside LynnMall at about 6.30pm last Tuesday with her one-year-old son Presley sitting in the back seat when a man knocked on her window.

"He told me he'd been mugged and I told him to go and report it to the police but he said there was no point because the culprit had already run away.

"I believed him anyway because he was speaking very fast like he was distressed and he was quite well dressed."

McGregor says the man looked to be in his 40s and of Indian descent, dressed in cream coloured trousers and a windbreaker jacket.

PM delivers moving Holocaust memorial speech

John Key's about to sit down to lunch ahead of his big state of the nation speech in Auckland.

But this morning it was a very different occasion, as he attended an event in Epsom to mark the UN's Holocaust Memorial Day.

Newstalk ZB's Allan Lee says it was a moving event, with Mr Key speaking passionately and without notes.

He says it's personal for the Prime Minister - his mother was an Austrian Jew and was forced to leave as a result of the Nazi invasion.

"She never wanted to talk about it and he told the audience today that his mother, whenever he tried to question her about it, she would just not answer. So he's never really found out the full story of what happened to her."

Mr Lee says Mr Key also spoke about Holocaust, saying people who deny it happened can only be described as mad.

UN urges New Zealand to reduce Racism in criminal justice

The UN Committee on the Elimination of Racial Discrimination has urged NZ to intensify efforts to reduce structural discrimination in the criminal justice system

“This is encouraging news” says Kim Workman, spokesperson for the Robson Hanan Trust and Rethinking Crime and Punishment. “We recommended to the UN Committee that it ask the New Zealand government to research the extent to which the over-representation of Māori in the criminal justice system is due to racial bias in arrests, prosecutions and sentences and develop a strategy to address the issue.”

National interest in Dunedin Nazi sale

Nazi memorabilia being sold in Dunedin today is attracting nationwide interest.

Pre-1945 German military and Nazi items will be auctioned at Hayward's Auction House. Items include Nazi flags, helmets, belts and pins.

Australasian Union of Jewish Students Dunedin branch president Ben Isaacs said the sale of anything with a swastika was harmful to the memory of those who died as a result of Nazi persecution.

''The decision to run this auction shows a lack of taste and sensitivity to those who lived through these atrocities and their families,'' he said.

''It is a slap in the face to the Dunedin Jewish community and New Zealand Jewish community.

''This is not something that should have a place in New Zealand,'' Mr Isaacs said.
