The INSCOM Directorate of Contracting intends to negotiate, on a sole source basis, a contract with SystemWare Incorporated, 800 Calle Plano= , Camarillo, CA 93012-8557 for SystemWare ScenarioFlex Systems yearly maintenance and upgrades for all current software applications and associated libraries utilized in support of the INSCOM Technical Surveillance Countermeasures (TSCM) mi= ssion which provides global Technical Security Support to the Department of Defense (DoD) and other National Agencies. The SystemWare ScenarioFlex Systems are the state-of-the-art Electromagnetic (EM) Spectrum Search platforms utili= zed throughout the DoD and other government agencies. Pursuant to = FAR 6.302, it is recommended that the items be procured from SystemWare, = Inc. Due to the proprietary rights for the technologies, advanced design methodologies and source code, no ther com= pany can legally produce this product. The anticipated date for con= tract award is August 9, 2009. The term of the contract will be through Aug= ust 8, 2010.

This notice of intent is not a request for competitiv= e proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability t= o meet INSCOM Directorate of Contracting needs. However, responses rece= ived as a result of this notice of intent will be considered solely for th= e purpose of determining whether to conduct a competitive procurement. = A determination by INSCOM Directorate of Contracting not to open this requirement to competition based upon any written responses to this n= otice is solely within the discretion of INSCOM Directorate of Contracting.
